ECHS Branch

  1. Ex-servicemen Contributory Health Scheme (ECHS) is a flagship welfare scheme of Govt of India, launched on 01 Apr 2003 in India. Accordingly, Government of India extended ECHS facilities in Nepal to our Nepal Domiciled Indian Defence Pensioners and their dependents for providing free medical treatment in Sep 2010.
  2. The scheme aims to provide quality medicare to Ex-servicemen (ESM) pensioners and their dependants through a network of ECHS polyclinics and Civil Empanelled / Govt hospitals spread across the country. The scheme has been structured to provide cashless treatment, as far as possible, to its beneficiaries. Treatment provided under ECHS is as per the Allopathic Medical System and is a Govt of India funded scheme.
  3. Benefits.
    1. Allopathic treatment for self and dependants.
    2. No contribution for pre 1996 retirees, Battle Casualties and war widows. Others can join by paying one time contribution as laid down.
    3. No age limit for joining ECHS.
    4. Medicines - lifelong for all diseases.
    5. All types of diseases covered.
    6. Patients can get treatment in Empanelled private hospitals in India too.
  4. Three polyclinics each at Kathmandu, Pokhara and Dharan have now been operationalised and are functional since Apr 2014 with hired contractual Medical, Para Medical and Non-Medical staff. The scheme is now compulsory to all new retirees and their ECHS application is filled at the time of retirement at their respective Records Offices. The contribution for the old retirees,is to be deposited within Nepal through Bank Drafts. The Smart Cards are now activated in Nepal itself.   6. Apart from civil empanelled hospitals, patients are also referred to Govt hospitals in Kathmandu for specialized treatments.
  7. One Mobile Medical Units (MMUs) co-located at each of the Polyclinic’swill also be set up which will facilitate providing medical treatment to far flung areas. Patients requiring the specialized treatment will be referred to the empanelled hospitals within Nepal. The ECHS beneficiaries will also have the option to visit India for cashless treatment at the Empanelled hospitals only once referred by Polyclinics in Nepal.
  8. Procedure to Join. NDG ESM Pensioners desirous of joining the scheme need to fill up the form available at ECHS Branch, Embassy of India, PPO Pokhara, PPO Dharan/ all DSBs and also available at the ECHS website www.echs.gov.in. The filled form along with following documents can be deposited with respective PPOs/ DSBs.
    1. (a) Photocopies of the following documents :-
      (i) NagriktaPramanPatra (NPP) (only for dependants)
      (ii) Pension Payment Order (PPO)
      (iii) Pension Patta.
      (iii) Discharge Book.
    2. Demand Draft for one time subscription for the retirees after 01 Jan 1996 in favour of ECHS Contribution Account, Kathmandu.
    3. Certificate only for spouse and Affidavit in case of parents / children to confirm the dependency (Note:-form and format for self certification (click here).
    4. Bankers / DPDO certificate regarding amount of pension being drawn.
    5. Blood group certificate.
  9. Issue of Temporary Receipt / Smart Card. Once the application is received by ECHS Branch Kathmandu, a temporary receipt will be issued to the ESM. The ESM will become member of the scheme the day a temporary card is issued to him through ECHS Branch by respective PPOs/ DSBs. Till the time the Smart Card for a member is received this temporary card can be used to avail all ECHS benefits free of cost. Once the ECHS card (separate for each beneficiary) is received, the temporary receipt has to be given back to ECHS Branch and smart cards needs to be activated at the parent polyclinic. The Smart Card will always have to be carried when treatment is to be taken under ECHS.
  10. Loss of Smart Card. Individual has to submit an application giving details of lost card to ECHS Branch along with affidavit duly notarized giving full details of the card and copy of FIR from the nearest police station. Simultaneously, fresh application will be filled up along with all the documents required.
  11. The rates of ECHS contribution are as follows:-

  12. Once an ESM joins the scheme, the Fixed Medical Allowance (FMA) will cease.
  13. Treatment Procedure.
    1. Through Polyclinic.
      1. Report to your Polyclinic (Kathmandu, Pokhara or Dharan) for medical treatment.
      2. All ECHS beneficiaries must carry their smart card/ temp card during their visit to the Polyclinic.
      3. (iii) Polyclinic hasMedical Officer, Medical Specialist, Dental Officer, Laboratory and dispensary for medicines.
      4. (iv) Referrals to empanelled hospitals will be given only if the patient requires Specialist Consultation/Treatment.
    2. At Empanelled Hospitals.
      1. (i) Report to your Polyclinic.
      2. (ii) If any treatment is not available at Polyclinic, patients will be referred to ECHS Empanelled hospitals of his choice within Nepal.
      3. (iii) No treatment charges will be paid by the patients to the empanelled hospitals.
      4. (iv) ECHS beneficiaries must carry their smart cards/temp cards to the empanelled hospitals for OPD/IPD treatment.
    3. Emergency. In case of emergency, patient can be taken to any hospital without taking referral from Polyclinic. Following system will be followed :-
      1. In Case of Empanelled Hospital.
        1. Show ECHS Smart Card to Empanelled Hospitals at the time of admission.
        2. Empanelled Hospitals will inform ECHS Polyclinic within 48 hours (NOK to also inform nearest Polyclinic).
        3. No treatment charges to be paid to Empanelled Hospitals.
      2. In Case of Non-Empanelled Hospitals.
        1. Inform the nearest Polyclinic within 48 hours of admission.
        2. Treatment charges to be paid by the patient.
        3. Claim reimbursement from ECHS as per the prescribed rates.
    4. Treatment in India. In case of a disease for which treatment is not available in Nepal, patient will be referred to India for treatment. In case of emergency in India, if treatment is taken in non empanelled hospital, you will inform nearest ECHS Polyclinic / parent polyclinic / ECHS Branch. Nearest Polyclinic will issue a Emergency Information Report (EIR) without which no reimbursement will be made by ECHS Branch.
  14. 14. CGHS Delhi Rates is applicable for ECHS Nepal wef 26 Oct 2017.
  15. The ECHS Branch which is headed by AMA (ECHS) under the Defence Wing Embassy of India, Kathmandu is responsible to oversee all ECHS related activities in Nepal. The role of ECHS Branch encompasses the following :-
    1. Fund Management.
    2. Processing of ECHS applications.
    3. Empanelment of hospitals.
    4. Hiring of staff.
    5. Release of payment for hospital bills.
    6. Modification and Renovations of existing Polyclinics.
    7. Nodal agency for all ECHS related activities.
