Deputy Chief of Mission Vinay Kumar was born on 23rd August 1969. He did his Graduation from the Indian Institute of Technology, Kharagpur, in 1991 with B. Tech. (Honours) degree. He joined the Indian Foreign Service in 1992.
DCM Kumar has served in Indian missions at Tashkent (1994-95), Bishkek (1995-98), Ottawa (1998-2001), Warsaw (2003-06), and Tehran (2006-09). He has handled political, economic, educational, cultural and administrative & financial matters in these missions, including the job of Head of Chancery at Bishkek and Tehran. Was also Charge d’ Affaires of the Indian Missions at Warsaw and Tehran for extended periods.
At the headquarters of the Ministry of External Affairs, he has handled the Eastern Europe and Russia desks (2001-03) and administrative matters (2009-10). He also has served at Permanent Mission of India in New York (2010-13). He was India’s Political Coordinator in the UN Security Council when India was a non-permanent member of UNSC during 2011-12. During 2013, he served as a member of the UN’s Advisory Committee on Administrative and Budgetary Questions (ACABQ).
He was Joint Secretary in charge of Africa in Ministry of External Affairs from November 2013 till June 2015.
